Both of these are fine to rec. The aim of the comm rule is not to narrowly define fanart, but mostly because both fic and vids have their own infrastructures and rec communities, and are in my experience much more often recced than other fanworks. But the "no vids" is meant for vids made by cutting the source material to music, not for fanart slideshows or fanart animation. (Similarly to how fancomics are not allowed when they are a narrative told with rearranged screencaps but are allowed if they are drawn or manipped.) Fic/art collaborations are fine, they fall under the rules for "multimedia works" mentioned above.
Basically anything that has a major fanart component that could be recced if it was on its own, can also be recced as a larger whole.
